CITY OF BLAINE STORMWATER MANAGEMENT REQUIREMENTS (These requirements are not Semiahmoo Resort Association requirements.) In April 2003 the City of Blaine adopted the Stormwater Management Manual for Western Washington (SWMMWW). This manual includes stormwater management requirements for the construction of new single family homes within the City of Blaine (including Semiahmoo). Since these are City of Blaine requirements, not Semiahmoo Resort Association requirements, this information is provided as a courtesy. For more information contact the City of Blaine Public Works, Department (360-332-8820). On-site stormwater management is desirable to help protect and restore the hydrology of the environment. This means that a large number of future single family home construction submissions may have to provide a series of drainage infiltration basins, biofiltration cells, or other stormwater management features. Infiltration basins are constructed with highly pervious materials including drain rock, sand, and geotextile fabric. A rain garden is an infiltration basin that has been covered with dirt and planted.
SWMMWW Minimum Requirements: 1. Stormwater Site Plan 2. Construction Stormwater Pollution Prevention Plan 3. Source Control of Pollution 4. Preservation of Natural Drainage Systems and Outfalls 5. On-Site Stormwater Management 6. Run-off Treatment 7. Flow Control 8. Wetlands Protection 9. Basin/Watershed Planning 10. Operation and Maintenance.
For more information about the minimum requirements refer to the SWMMWW Volume One Section 2.5 (http://www.ecy.wa.gov/pubs/0510029.pdf ), or contact the City of Blaine Public Works Department (360-332-8820).
